2027 SoCal Health Insurance Preview - What’s Changing for Medicare, Covered CA & Blue Shield (Nationwide Access is BACK!)

It might sound like a broken record to say "big changes are coming," but 2027 shifts across Southern California are genuinely major. Here is what you need to know before Open Enrollment begins:
1. Covered California: Rates & Plan Redesigns
Covered California announced a preliminary weighted average rate increase of 9.9% statewide for 2027:
Los Angeles County: +8.5% (Northeast LA) to +9.3% (Southwest LA)
Orange County: +10.4% average increase
Inland Empire (San Bernardino & Riverside): +9.8% average increase
Statewide Benefit Changes (All Carriers):
Higher Out-of-Pocket Limits: Max out-of-pocket costs rise across almost all metal tiers (Platinum maxes +$500 Ind / +$1,000 Fam; Silver 70 & Bronze 60 maxes +$1,850 Ind / +$3,700 Fam).
Silver Plan Restructuring: Silver 70 medical deductibles drop to $4,700, but Silver 94 introduces a new $200 Ind / $400 Fam deductible for hospital stays.
Subsidy Changes & Carrier Shifts:
Immigrant Subsidies Ending: Under federal policy (H.R. 1), lawfully present immigrants without permanent green cards (visa holders, TPS, refugees, pending asylees) lose eligibility for Covered CA federal subsidies in 2027. Full-cost plans remain available.
Carrier Moves: CalOptima Health enters Covered CA in Orange County, while Molina Healthcare exits LA (Region 15) and Orange County (Region 18).
2. Blue Shield of California Updates
🚨 Nationwide Access Returns: Blue Shield is bringing back national BlueCard compatibility on a brand-new, select off-exchange plan—giving members coverage outside California! (Contact me directly to find out which plan carries this!)
Virtual-First Care: Plans featuring Virtual Blue offer $0 copays for virtual primary, mental health, and specialist care without referrals.
New Plan Launch: Bronze 60 Trio HMO launches on-exchange with $0 Teladoc visits and fixed copays for the first 3 office visits.
Grandfathered Plans Closing: Older policies (Active Start, Balance, Vital Shield, Shield Savings) are sunsetting. Impacted members will receive 90-day notices in late September and map into modern ACA plans.
3. Medicare Part D Updates
Rx Out-of-Pocket Cap: Rises to $2,400 in 2027 (up from $2,100).
Max Rx Deductible: Increases to $700.
Drug Plan Premiums: End of federal premium stabilization subsidies may push standalone drug plan (PDP) premiums higher.
